Winthrop Avenue Shared Path Upgrade

Shared path closures: Mounts Bay Road and Poole Avenue and Monash Avenue and Aberdare Road.

The City of Perth has advised construction works for the Winthrop Avenue Shared Path
project will commence on 16 May 2023. Please see the project impacts below.

The delivery of a shared path along Winthrop Avenue has been a goal for both the City of Perth and
State Government and has been identified as a key ‘missing link’ in Perth’s long term cycling
network. The project is jointly funded by the Department of Transport and the City of Perth.

PROJECT DETAILS
Location: Winthrop Avenue between Stirling Highway and Aberdare Road
Date: 16 May 2023 – early August 2023
Time: 9am – 3pm during the day
Where possible works will be carried out during the day. Night works will occur only when partial
lane closures are not permitted. All works at night shall be bound by the Environmental Protection
(Noise) Regulations 1997 and the permit requirements issued by the City of Perth.

PROJECT TIMELINE

  • Minor tree pruning and removal works (only within the City of
    Perth road corridor) – Early to Mid‐May 2023
  • Demolition and replacement kerbing works – Mid‐May to Mid‐June 2023
  • Path construction and service adjustments – Mid June to early August
    2023
  • All dates are provisional pending permit approvals and suitable weather conditions.

PROJECT BENEFITS

  • Continue building a connected cycling network within the City of Perth
  • Provide a safer and compliant continuous shared path from Stirling Highway to Aberdare Road
  • Create more inviting and healthy streets that encourage walking and cycling

PROJECT IMPACTS

  • The shared path between Mounts Bay Road and Poole Avenue and the shared path between
    Monash Avenue and Aberdare Road will be closed for the duration of the works (approximately
    12 weeks).

An alternative Walking and Cycling detour route will be available during the duration of the works.

Tim Roach

Elected Director | Off Road

Tim has been in senior leadership and strategic development roles for more than twenty years. He is currently Director of Executive Education in the School of Business and Law at Edith Cowan University and is a past Assistant Commissioner and General Manager in the public service. He is an Accountant (FCPA) and sits on the Divisional Council of CPA Australia.

Tim has been involved in racing mountain bikes, BMX and triathlon for many years, both as a father of two children who race and as a past and current bike racer. Tim is the current over-50 State Champion in downhill mountain biking. He is also a very regular and enthusiastic transport cyclist; frequently seen in a suit and tie riding to meetings in the city on a mountain bike.

Denise Sullivan

Chair | Governance & Risk Committee

Denise Sullivan has a career spanning over twenty years in senior management and executive roles in the state public and not-for-profit health sectors.

In her usual role of Director Chronic Disease Prevention with the Western Australian Department of Health, she leads the development of state chronic disease and injury prevention policy and planning frameworks and contributes to the shaping of the national preventive health policy agenda.

Her professional interests cover many aspects of chronic disease and injury prevention encompassing health communications, health promotion and research, public policy on health and workforce planning and development.

She has a particular interest in furthering collaborations with other sectors with a mutual interest in promoting a more active and healthier WA community, and creating and sustaining environments that support this. Denise is a graduate of the Australian Institute of Company Directors and the Leadership WA Signature Program, and an Associate Fellow of the Australian Institute of Management and the Australian College of Health Service Managers.

Denise is a recreational cyclist and recent convert to mountain biking (although trainer wheels still on!).
