advisory group - Membership expression of interest (EOI)

The WestCycle Board receives advice from three Advisory Groups (Transport, Mountain Bike and Road – Recreation) to support its decision making on key issues. The purpose of these groups is:

  • Provide advice to the Board and staff about a particular issue or project.
  • Provide input into the implementation of a plan or action. 
  • Provide input to assist with a decision process. 
  • Provide input into WestCycle’s strategic priorities.
  • Serve as an important link to the community.
  • Support WestCycle’s objects and role.

The Board is inviting Expressions of Interest for positions on the Road-Recreation Advisory Group. This is a voluntary role. 

WestCycle strongly encourages and welcomes Expressions of Interest from Indigenous Australians, people with disabilities, people from diverse cultural and linguistic backgrounds, people aged under 25 years old, and people who identify as LGBTQIA+.

Applications will be reviewed on a rolling basis. Initial interviews will be held in July, 2023.

As part of a review of all Advisory Groups, the Board of WestCycle has developed a new Terms of Reference for each Advisory Group. Implicit in the ToR is the need for the board to be more actively engaged in the advisory group. With the retirement of long term board member Mike Rendell, the new Road Recreation elected member is Shannon Arnott.

It has been determined that it is appropriate to seek expressions of interest from bike riding groups for membership of the Road Recreation Advisory group.

The criteria for selection as a member of the Advisory Group is as follows.

  • The nominee will be approved by their organisation to be a member of the Advisory Group.
  • Such an organisation will be an Incorporate Association or formalised riding group.
  • The Advisory Group provides input and guidance for the board for all road and recreational riding activities. Accordingly, nominees are expected to represent all of road and recreation riding, and not solely their organisation’s view.
  • The nominee agrees to comply with the Terms of Reference and Code of Conduct.
  • The nominee agrees to attend a minimum of 4 meetings per year.
  • The scope of the Road Recreation Advisory Group does not include matters of competition, which is the purview of AusCycling. However, as the Peak Body for Cycling in WA, WestCycle has a responsibility to address all matters pertaining to cycling, especially in respect of participation, government advocacy and infrastructure. Matters of interest may be referred to AusCycling for their consideration.
  • The intent of the Advisory Group is to address the following matters in the short term:
    • Club affiliation to WestCycle
    • Recreational riding routes
    • Club development, what can be done to support AusCycling’s initiatives
    • Engaging with the social riding community
    • Ride leader program implementation
    • Other matters as identified by the Advisory Group.

Tim Roach

Elected Director | Off Road

Tim has been in senior leadership and strategic development roles for more than twenty years. He is currently Director of Executive Education in the School of Business and Law at Edith Cowan University and is a past Assistant Commissioner and General Manager in the public service. He is an Accountant (FCPA) and sits on the Divisional Council of CPA Australia.

Tim has been involved in racing mountain bikes, BMX and triathlon for many years, both as a father of two children who race and as a past and current bike racer. Tim is the current over-50 State Champion in downhill mountain biking. He is also a very regular and enthusiastic transport cyclist; frequently seen in a suit and tie riding to meetings in the city on a mountain bike.

Denise Sullivan

Chair | Governance & Risk Committee

Denise Sullivan has a career spanning over twenty years in senior management and executive roles in the state public and not-for-profit health sectors.

In her usual role of Director Chronic Disease Prevention with the Western Australian Department of Health, she leads the development of state chronic disease and injury prevention policy and planning frameworks and contributes to the shaping of the national preventive health policy agenda.

Her professional interests cover many aspects of chronic disease and injury prevention encompassing health communications, health promotion and research, public policy on health and workforce planning and development.

She has a particular interest in furthering collaborations with other sectors with a mutual interest in promoting a more active and healthier WA community, and creating and sustaining environments that support this. Denise is a graduate of the Australian Institute of Company Directors and the Leadership WA Signature Program, and an Associate Fellow of the Australian Institute of Management and the Australian College of Health Service Managers.

Denise is a recreational cyclist and recent convert to mountain biking (although trainer wheels still on!).
