Victoria Park Drive and Belmont Park – New Footbridge

Main Roads have advised that work will start this month and continue into mid-2025 to upgrade the road network, and pedestrian and cyclist facilities adjacent to Belmont Park Racecourse and Graham Farmer Freeway in Victoria Park.

These upgrades will accommodate growing road user volumes in the local area, across various modes of transport. As part of the project, Main Roads is managing works to construct a new footbridge over Graham Farmer Freeway, and modify the Victoria Park Drive and Goodwood Parade road layout as part of the redevelopment of Belmont Park Racecourse.

Work Hours

In general, road and bridge works will be undertaken Monday to Saturday, between 7am and 7pm.

  • Nightworks – May – At times, nightworks will be required to reduce the impacts on road users, and facilitate access to the works site for barrier and bridge installation. During May, nightworks will occur Sunday to Friday for: Road barrier installation on Graham Farmer Freeway – from Sunday 12th May
  • Dayworks – May – During May, road users will see changes to the landscape surrounding the existing Victoria Park Drive bridge. Dayworks will occur Monday to Saturday.

The works are being undertaken in accordance with approved Noise Management and Traffic Management plans. Work-related noise will be minimised where ever possible, but may include machinery movements and operations including reverse beepers.

Over the 12-month construction period, road and bridge works will include (see map):

  • Construction of a new pedestrian bridge over Graham Farmer Freeway.
  • Removal of the existing footpath on the Victoria Park Drive Bridge, and replacing it with an additional southbound traffic lane.
  • Permanent closure of Goodwood Parade westbound from Victoria Park Drive, with the new Seabiscuit Drive providing access to Belmont Park from Victoria Park Drive.
  • Modifications to the intersection of Saintly Entrance from Graham Farmer Freeway off-ramp.
  • Modifications to traffic signals to accommodate changes in lane configurations.
  • Installation of new safety barriers along Graham Farmer Freeway eastbound off-ramp and Seabiscuit Drive.
  • Other associated road improvements, including road resurfacing, lighting infrastructure, pedestrian access, and drainage.

Tim Roach

Elected Director | Off Road

Tim has been in senior leadership and strategic development roles for more than twenty years. He is currently Director of Executive Education in the School of Business and Law at Edith Cowan University and is a past Assistant Commissioner and General Manager in the public service. He is an Accountant (FCPA) and sits on the Divisional Council of CPA Australia.

Tim has been involved in racing mountain bikes, BMX and triathlon for many years, both as a father of two children who race and as a past and current bike racer. Tim is the current over-50 State Champion in downhill mountain biking. He is also a very regular and enthusiastic transport cyclist; frequently seen in a suit and tie riding to meetings in the city on a mountain bike.

Denise Sullivan

Chair | Governance & Risk Committee

Denise Sullivan has a career spanning over twenty years in senior management and executive roles in the state public and not-for-profit health sectors.

In her usual role of Director Chronic Disease Prevention with the Western Australian Department of Health, she leads the development of state chronic disease and injury prevention policy and planning frameworks and contributes to the shaping of the national preventive health policy agenda.

Her professional interests cover many aspects of chronic disease and injury prevention encompassing health communications, health promotion and research, public policy on health and workforce planning and development.

She has a particular interest in furthering collaborations with other sectors with a mutual interest in promoting a more active and healthier WA community, and creating and sustaining environments that support this. Denise is a graduate of the Australian Institute of Company Directors and the Leadership WA Signature Program, and an Associate Fellow of the Australian Institute of Management and the Australian College of Health Service Managers.

Denise is a recreational cyclist and recent convert to mountain biking (although trainer wheels still on!).
